CENTRAL ARBITRATION COMMITTEE MEMBERS ANNOUNCED
New members of Central Arbitration Committee
(CAC) were today announced by Employment Relations Minister Gerry Sutcliffe.
The 12 new members,
from backgrounds including business and unions, will be appointed to
assist the CAC with their expanding role in dealing with The Information and
Consultation of Employee Regulations 2004.
The members are:
Peter Martin; Paul Wyatt, Len Aspell, Jill Nealon; Roger
Roberts; Michael Shepherd;; Paul Talbot; David Coats; Gerald Veart; Christopher
Ball, Gail Cartmail and Malcolm Wing.
Gerry Sutcliffe said:
“I am pleased to announce that the Government
has appointed new members to the Central Arbitration Committee.
“Their wealth of experience will be of great
benefit in taking forward the Committees work in handling Information and
Consultation.”
The Central
Arbitration Committee is a permanent independent body whose main function is to
adjudicate on applications relating to the recognition and derecognition
of trade unions.
In addition, the CAC has a new additional
responsibility in resolving applications and complaints under The Information
and Consultation of Employees Regulations 2004.

2. The recruitment of the new
members were launched with advertisements in national newspapers, and on
websites, in February 2005. A total of 253
applications
were considered by procedures based on Office of Commissioner for Public
Appointments rules for "upper tier bodies."
3. CAC members are paid remuneration
and allowances agreed by the Secretary of State and approved by the
Treasury. The rate of remuneration is
based on the scale of fees for part-time judicial and tribunal appointments
issued by the Lord Chancellor’s Department from time to time. The current fee rate for participation in CAC
work is £240 per day.
4. All appointments are made
on merit and poplitical activity plays
no part in the selection process. The
public disclosure of details for the appointees are given below.

The Committee consists of a Chairman, Sir Michael
Burton, 11 Deputy Chairmen, 23 members experienced as representatives of employers
and 21 members experienced as representatives of workers.

Members
Peter Martin
Currently,
self-employed Consultant, advising clients on employment law issues. Between 1992 and 2003, held a number of Legal Affairs and employment
law specialist work positions for Engineering Employers’ Federation, including
Director of Employment Policy between 1998 and 2003.
Paul Wyatt
Since 1980,
has been Head of Employee Relations of Reuters Limited, dealing with all
employment law issues including advice and legal updates. Other Industrial Relations positions with
Sykes Pumps, from 1977 to 1980, Drums Limited, from 1975 to 1977 and Ford Motor
Company between 1969 and 1975.
From 1972 to date has been working for Amicus as
Assistant General Secretary for TUC affairs, Organising, Recruitment and
Retention, Industrial Policy.
David Coats
Currently
working for The Work Foundation as Associate Director. Previously held various positions at the
Trades Union Congress between 1989-2004. From 1987-
1989 worked as Assistant Managing Editor, for Sweet and Maxwell Ltd.
Gerald Veart
From
1995 to 2004worked for GMB as National Secretary. Was
Regional Industrial Officer between 1989 and 1995, and from 1966 to 1973,
worked as the Area Organiser for APEX.
Dr
Christopher James Ball
From
1979-2004 worked for Amicus as National Secretary. Other key positions include:
Area Organiser between 1973 and1978 for Association of Professional Executive,
Clerical and Computer Staff (APEX); Branch Secretary for West Ham College
between 1971 and 1973; Assistant in Education Department between 1969 and 1971
for National Union of Teachers as the; and between 1967- 1969 worked for St
David’s Secondary School as a Physics Teacher.
Ms Gail Cartmail
Since 1990
has been working for Amicus as National Officer, Health Sector and various
other roles. From 1987 to 1990 worked for London Borough of Greenwich as the
Principal Officer, Trade Union Liaison.
Malcolm Wing
Since 2002,
has been Head of Negotiations & Service Groups for Unison. Between 1993 and 2002, held
two other positions with UNISON - National Secretary between 1999 and 2002 and
Head of UNISON’s Nursing & Ancillary Sectors
between 1993 and 1999. Between 1975-1993 worked for National Union of Public
Employees (NUPE) as the National Secretary (Health Services) and NUPE and
Assistant Divisional Officer. Also worked as a Research Officer for GMB in 1975.
