1. INTRODUCTION
This is the Central Arbitration Committee publication scheme drawn up under Section 19 of the Freedom of Information Act 2000. The June 2009 update takes into account changes of personnel and responsible authorities.
The purpose of this publication scheme is to set out:
• Classes of information we commit to publish as a matter of course;
• How this information will be published;
• Whether the information is available free of charge or on payment.
Classes of information have been included where they are considered to be within the public interest, and do not breach confidentiality, or one or the other exemptions given below.
Freedom of Information Act 2000
Information about the Freedom of Information Act is available from the Information Commissioner's Office. The ICO's address is given at the end of scheme.
The Freedom of Information Act provides certain exemptions to the disclosure of information. For example we may not disclose information which could prejudice the formulation of Government policy, or which might adversely affect the economy, international relations, law enforcement, or commercial interests. Guidance on the FOI includes details of the exemptions.
Purpose of CAC
The Central Arbitration Committee is a permanent independent body with statutory powers whose main function is to adjudicate on applications relating to the statutory recognition and derecognition of trade unions for collective bargaining purposes, where such recognition or derecognition cannot be agreed voluntarily. In addition, the CAC has a statutory role in
· determining disputes between trade unions and employers over the disclosure of information for collective bargaining purposes,
· disposing of claims and complaints regarding the establishment and operation of European Works Councils in Great Britain
· resolving disputes over information and consultation of employees arrangements under regulations implementing relevant European legislation, most notably the Information and Consultation of Employees Regulations 2004.
The CAC can also provide voluntary arbitration in industrial disputes.

2. HOW TO ACCESS INFORMATION
AVAILABILITY OF CAC INFORMATION
Unless otherwise specified in this scheme:
The classes of information we commit to publishing under this scheme are published both on the CAC website and in hard copy. Hard copy publications are available through the CAC.
The information subject to this scheme is available free of charge, unless where otherwise stated.
There is no commitment to publish information held by CAC for more than 3 years.
Requests for information held by CAC that is not published will be considered You have the right, under the Freedom of Information Act 2000, to request any information held by a public authority not already available through its publication scheme. You must make your requests in writing. In general, public authorities will have 20 working days to respond. They may charge a fee, calculated according to Fees Regulations. They will not be required to release information exempted from the Act. However, they may be required to explain to you why they are not releasing information and they may also have to justify this to the Information Commissioner.

The Chief Executive, Simon Gouldstone has overall responsibility for the CAC Publication Scheme.

Charges and Availability
Information is published free of charge on our website (i.e. there is no charge by us, although the user would have to meet any charges by their Internet service provider, personal printing costs, etc).
For those without Internet access, a single printout as on the website would be available by post from the CAC, at:

However, requests for multiple print-outs, or for archived copies of documents which are no longer available on the web, may attract a charge for the cost of retrieval, photocopy, postage, etc. We would let you know this at the time of your request. Any charges applied would be payable in advance.
Accessible Formats and Languages other than English
The CAC does not routinely publish any of its documents in languages other than English. However, any request for publications in another language or for versions in Braille, audiotape or large print would be carefully considered.
3. MONITORING OUR PUBLICATION SCHEME
